I'm not sure if the language in this is redundant or if there's a distinction between the first and second sentences that is not obvious. I strongly encourage the Senate to clarify the language before sending it off to the people.

The only way to do this would be to fail the current vote and reintroduce the amendment. Considering what the Governors have to go through to ratify it, that might be the easier way then have to ratify yet another amendment in the next weeks.
