I don't know any of the Dem Governors positions, but my guess is that it is one of the Democratic Governors of the Midwest/Northeast.

So one of these guys MIGHT be a Liberal Governor: Granholm (MI), Doyle (WI), Blagojevich (IL), Rendell (PA), Baldacci (ME)

Liberal governors are not especially common. A governor can easily claim fiscal conservatism even when it's not really their philosophy, and governors have less reason than congresspeople to obsess over other liberal issues, like foreign policy or even social policy. Also there are a surprising number of GOP governors in very liberal states (California, New York, Massachusates, Rhode Island, Hawaii, Vermont, etc) and several centrist or conservative Democratic governors in Dixie and the Heartland. Most people now considered liberals who were once governors were more conservative as governors (Dean, Carter, even Clinton was more conservative back in Arkansas).

I know the Pennslvania and Michigan governors are not especially liberal, Wisconsin, Illinois, Maine, new New Hamphshire guy Lynch, and Oregon are possibilities, I know none of them well.

Dean was considered centrist for Vermont, constantly pissing off the Progressives.  I think Doyle is considered fairly liberal.  Maybe Kulongoski in Oregon too.  Not sure about the current acting Governor of NJ either.   But if Corzine is elected in NJ next year, he will be the most liberal sitting Governor.

In the recent past, Parris Glendening was certainly a liberal when he was Governor of Maryland.
