So only 10 CD's swung to the GOP in 1992. (Which one in NYC, BTW?). That's got to be the year with the least number of swings (in the opposite direction) of those mapped so far.

That was NY-16. I'm not sure why it swung either (although I have a couple guesses, if you want).

I'd have thought that will be a reversion to normal voting patterns after the farm crisis distorted things in 88.

This was before the Supreme Court decreed 'one man, one vote', so most gerrymandering took the form of malapportionment, not the form of weird lines it does now.

it's very possible to gerrymander with straight lines even with "1 man 1 vote.
those seats in lower Manhattan look like they dissected neighborhoods in some very egregious ways.

Michigan's 5th.
It was also one of the few districts to swing against Reagan in 1980 (which shouldn't be much of a suprise lol).
