The fiscally conservative Cuomo would put off many potential 'Obama Republicans'.

The Vice-Presidency is NOT a good place from which to win the Presidency.   
In modern times

Eisenhower's VP eventually became president.
Kennedy's VP became president.
LBJ's VP became nominee for president.
Nixon's VP who wasn't indicted became president.
Carter's VP became nominee for president.
Reagan's VP became president.
Bush Sr's VP was universally regarded as a dumbass.
Clinton's VP was elected president but they counted bad.
Bush Jr's VP was universally regarded as Mr. Burns.

So record suggests VP is actually a very good stepping stone to the top job these days.  Even if you take assassination and resignation out of the equation.  It's not that Cuomo would turn down the offer.  It's that he won't be offered.  It's obvious that Biden is staying on the ticket.  Also it seems clear Biden wants to be the next to use the vice-presidency as a stepping stone to the big chair but his situation may end up like Alben Barkley, though Biden would actually be very close to Reagan age's when winning a landslide re-election.

Cuomo is probably solid VP material in 2016, but the last thing Obama needs is a pro-gay governor from New York.  He needs to play against type, which Biden does.  Obama is the guy who sips Blue Moon at the beer summit, Biden's the guy who gets trashed on Bud.

Haha, but you know Obama was looking at Crowley's beer longingly and saying to himself, "Damn, whitey got one over on me again."

Obama's was for show, the rest were probably honest.  I think Biden went non-alky so that he didn't end up in a pantsless bender.

Ideally, the winning VPs usually have 2 characteristics:
(1) The Public believes they have the experience and intellect to take over the Presidency in case of emergency.
(2) The VP is from a Swing state region and can help win those Swing states. 

Failed VP choices who were inexperienced were Palin and Edwards
Failed VP choices who did not help win any swing states were Lieberman and Kemp

Cuomo is a new governor so he will not be deemed Experienced by the public; and he won't help win any swing states not counting NH.

By 2016 Andrew Cuomo will be very experienced. He can learn more as Governor of New York than as President.

Sorry, I can't see Biden being dumped for Cuomo.

Obama needs to regain ground he has lost with independents. To do this, he might choose a proven moderate. I would say Evan Bayh would likely replace Biden should the latter be dropped from the ticket.
