If he wasn't a godawful campaigner, yes. On the other hand, WV and TN should be >50% for Gore, and maybe give Gore Virginia and maybe Colorado for Bush.

Gore would have gotten that map had he decided to not distance himself from Clinton. He would have gotten a map like the OP if he'd decided to run as Clinton minus the scandals.
