Depends what you mean by "honest". Clinton was a liar, but he didn't fool the electorate with fake campaign promises (well, he did far less than what he said it would, but we can't say he didn't try). Obama hasn't done anything that leads to think he's dishonest, even though like every politician he can't always say what he thinks.

The most outstandingly honest president was probably Carter.

Given how poor a president Carter was, that suggests that honesty is overrated.

Ford is kind of iffy. He pardoned Nixon, and that killed him. Harrison? Which one? Lincoln was a terrible President (a good man). And I just plain forgot Coolidge.

Before him the best examples would be probably Chester Arthur (despite his pre-presidential past), Gerald Ford, Grover Cleveland, Calvin Coolidge (while I disagree with the two policies, they had a personal integrity).

Sometimes I wonder if we ever had an honest president. Maybe William Henry Harrison since he may not have had a chance to lie about anything.

Actually, Carter seems not to have been as honest (at least on a personal level) as people thought. In some ways he was a hypocrite. Apparently he declared the White House would be "dry" under him, yet he and Rosalynn had cocktails every night.  He showed himself moving what appeared to be a heavy suitcase, yet the suitcase was empty.

Jerry Ford.  But come to think of it, I don't recall Dubya affirmatively lying about anything.  He just didn't turn in his homework assignments on a very regular basis is all.
