So Bill wants Obama to do something that would actually be worthy of impeachment?

Possibly the 14th amendment could justify a President choosing to ignore the debt ceiling if interest payments were higher government revenues, but that it isn't the case.  All the 14th amendment can be used to justify right now if the debt ceiling is not increased is having Obama impound non-interest payments despite the restrictions placed on impoundment by Congress back in 1974 when they were P.O.ed at Nixon.

I might try to argue that Congress has implicitly already approved the debt ceiling increase...

If you owe 14 trillion, and have only 300 billion left on you debt ceiling, and then Congress passes a budget with a 1.4 trillion deficit, it's pretty clear a trillion plus in new borrowing is going to be needed....
