Both.

I agree with Fortas that the proactive ban against political armbands by the Des Moines schoolboard was wrong.  However, I think Fortas set the bar for what might be considered to be disruptive speech too high.

Unsound. No wonder only two respectable Justices on that Court, Black and Harlan, dissented.
