please explain. that's what it looks like to me.

It says commercial production. It says nothing about hunting wolves, for example.

I am sort of leaning towards what Snowguy said a range of punishments but I don't see why that precludes passage of this amendment and then simply passing another amendment to put a minimum in.

I offer the following amendment, then:

Canine Protection Act
SECTION 1:
1) The commercial production, sale, and purchase of canine meat is hereby criminalized.
2) Any restaurant found selling dog meat shall be fined up to $1,000,000 per violation and may be ordered closed if unable to pay the fine. In the case of a repeated violation, the restaurant must be closed.

SECTION 2:
1) The practice of "docking," defined by cutting or trimming the tail or ears, a canine is hereby criminalized.
2) Individuals and businesses shall be fined up to $10,000 per violation. If they are unable to pay the fine, they may be ordered to shall face up to two weeks in jail per violation.

If we are talking about huge fines every time a restaraunt sells a dog burger, they're going to be closed anyway. Even if the fine in a particular case is not large, the scare factor is enough - unless there's some reason I don't know about why folks would be willing to shell out crack prices for dog meat.

As per my recent policy, I shall provide a chance for the amendment's sponsor to respond to the criticism. Certain responses may preclude a vote and also may be hindered if such were on-going. Be warned, the sponsor only has a "SHORT" time.

Can you please clarify? My amendment is merely meant to ensure the restaurant is closed on the second violation.

The owner could open a new restaurant and the fine per violation would really only be applicable twice under my amendment.

That never worked as an excuse for underage alcohol sales. I think employers have to be held responsible, otherwise we will have cases of employees getting shuffled around and thrown under the bus with no real consequences.
