Why is Hamilton County, OH (Cincinnati) so historically Republican?

Hamilton County, Ohio, is home to the city of Cincinnati. Cincinnati by itself has the makings of a Democratic city, lots of manufacturing, African Americans, etc. However, Cincinnati city proper does not comprise a majority of the county's population, leaving over suburban and rural population as the majority. But the same situation is the case for Cleveland and Cuyahoga County! So what made Hamilton County the Republican presidential bastion it was from 1968 to 2004 but not 2008? Were African-American voters suppressed all that time? Did Obama just have an amazing voter registration drive and campaign overall?
