How can there be a 9-team league?

Most of the CFL's history consists of having 9 teams. 5 in the West, 4 in the East.

Oh, I should also note that the Edmonton Eskimos usually have the highest attendance in the CFL, so why did you leave them out, Harry? Last I checked they got more people than the lowest NFL team at the time (Arizona I believe).

Wouldn't that require London or Hamilton to be in the West or would you do a 7-5 split?

The CFL's rules are sufficiently different that I'm not sure it would work to make it a formal developmental league.  Though, of course, they're sufficiently similar that it's possible for individual players to switch.

And, of course the NCAA functions as a de facto minor league as well.  But I'd rather see an honest, non-exploitative minor league system than the farce that is FBS.

If Edmonton could legitimately support an NFL team, I would have no objection.  Ditto for the other teams, although they get less and less likely ... Jackson, MS, is a much larger metro area than Regina, for example.

I've always thought that a 40-team NFL and a 40-team UFL (with the CFL absorbed completely into the 2 leagues, with plenty of extra Canadian teams to dampen the angry Canadian fans) would be pretty awesome.
