Probably clause 2. When I think of relief, I often consider that to be food, medicine, medical care, temporary housing etc etc to keep people alive and healthy whereas rebuilding is long term getting the bridges, roads, highways, railroads back up and running.

it just seems to me that the rebuilding is going to be the more expensive part.

A valid question.  I meant for rebuilding to be under clause 1 while clause 2 was for other things like shoring up seawalls and roads that are flood prone shoring up public buildings.

I offer the following amendments to section 1

Clause 1:  $5 billion shall be set aside for repair and restoration of infrastructure that was damaged by Hurricane Irene.  This money shall also be available to provide aid to individuals and families hurt by the storm including supplementation of food, medicine, medical care, temporary housing or other forms of aid as shall be designated by regional and local disaster relief officials.

Clause 2:  $2 billion shall be set aside for infrastructure enhancements to help prevent future hurricane damage.  

Clause 3:  Monies from clauses 1 and 2 shall only be made available to the Northeast, Mideast, and Southeast regions.

Likewise I don't think he would mind if I second the motion for UC (it doesn't need a second but it needs to be done by a presiding officer, so having the Dean second it might suffice) and call 24 hours to object to final vote being opened on this bill.

Though that would be an interesting preposal for a future OSPR amendment. But I figured it best to start out slowly with UC and see out it worked on avoiding cloture votes and waiving mandatory debate requirements first.

Some might have a problem with not holding votes on bills though.
