Alabama   Democratic   AL-7 super-packed
   liberal   I think Birmingham/Tuscaloosa to Huntsville would be the best, but only relatively
   conservative   AL-6's Birmingham exurbs with a decreased black pop.

Arizona   liberal   Tucson
   conservative   north exurban Phoenix

Arkansas   liberal   Little Rock to Mississippi Delta
   conservative   AR-3 minus Fayetteville

California   liberal   CA-8 or CA-9
   conservative   Bakersfield or Central Valley

Colorado   liberal   CO-1
   conservative   eastern CO-4 to Colo. Springs

I'm assuming you meant OH-11 (OH-10 is really not that liberal).

I'm glad you pointed out urban Columbus because while eastern Cleveland is way more Democratic, I think Columbus may actually be more liberal. Still, it's a toss up.

The most conservative would be in the upper Miami Valley (north of Dayton), ie. western rural OH.

most Conservative
NY9 (this new district would have less crooked lines then the current district) starting in Howard Beach adding Old Howard Beach and add the rest of Flatbush (Jewish neighborhoods using Flatbush Ave as  a dividing line till Brookyln collage), Borough Park, Brighton Beach, Dyker Heights and Bensenhurst

New York   Democratic   Bedford Stuvesent, Crown Heights (just avoid the Lubavitcher areas), Brownsville, East Flatbush is much more democratic
