HELP WANTED

This is the the 1996 Congressional boundaries for North Carolina. Even though I re-drew it using data from the
1996 Almanac of American Politics
, I can't make sense of it.
Can anyone piece together which part belongs to which district?
I would appreciate any help.

Oh. My. Goodness.
That might be the ugliest gerrymandering I've ever seen, and that INCLUDES all of the theoretical maps Torie et al have been drawing. No NC Dem can possibly complain about this year's map.

Yes, NC had 3 separate lines in the 1990s (or 1992-2000), one from 1992-1996, another for 1998, and another for 2000.

That was mainly because of the interpretation of VRA. This year's map is only about partisanship.

I didn't realize that they used touch-point in the 1990's; I thought the first time they used it was with Miller's 13th.

Spare me. VRA doesn't account for the 10-5 boundary, the 10-11 boundary, the 7-3 boundary, the 8th's prongs into Fayetteville, or the 2nd's ugly wraparound into the white parts of Durham. With the exception of the 4th, the current map pretty much follows as many county lines as possible apart from the VRA districts. (I'm not claiming its not a partisan gerrymander, just that its clearly less ugly.)

How many seats was this intended to bag and how did it fare?
And wasn't the 12th way overpacked, extending all the way from Charlotte to Durham? Trying to leave out any areas in Charlotte, Greensville etc with some Whites but still overwhelmingly Democratic?
