I will consider supporting this, but I would prefer we change the name. I would like to offer the following amendment:

The title shall be changed to "Anti-Conscription Amendment".

I think this is the moral thing to do.  But I am still concerned about what we do if our volunteer military is not large enough to defend ourselves in case of an attack on our soil.  I'd like to see an exception for regions to conscript soldiers in such a case so long as they allow exemptions for conscientious objectors
and deferments for schooling or being a single parent/widow/widower with children.

So I offer the following amendment:

The Anti-Conscription Amendment
Article VI, Section VIII of The Atlasian Constitution is amended to read:
The Republic of Atlasia shall not conscript or enforce conscription of any citizen.  The right to conscript citizens at least eighteen years of age shall be reserved to the various regions in times of direct attack on Atlasian soil by legitimate foreign governments so long as they allow exemptions for conscientious objectors, the infirm or otherwise disabled, those already enrolled in a higher education institution at the time conscription begins, or heads of single parent households.


Note:  I realize it's not very "constitutiony"... but who says our constitution has to be super concise and written only in 1780s legalese?

Eh, I would like to see how the rest of you all feel about the current text first. If it can be passed as is I would prefer that, but if not I would be fine with your amendment.

I prefer the amendment. Such situations would be rare and well, I would consider such circumstances to be well worth the sacrifice of freedom.

Reserving conscription to regions? Is there any substance behind this other than moderate heroism? I'm being honest I may just be completely missing the point but having regional governments conscript for a national defense strikes me as absurd.

Hmmmm, I am worried this could open the door for some regions to use this dangerously. I do think we need a provision in case of an invasion or a situation where the volunteer army is not large enough. Can we specify conscription only be used for military purposes and not something like slavery/labor?
