Well clearly some modifications need to be made.

The preamble needs to have references to IDS replaced with Atlasia.


And section 2 probably should be removed.

Some of it yes, but 1c is I think best determined by Senate debate and feedback regarding which programs to increase funding and how much it should be increased.

Hey guys, sorry for the delay.

In terms of where the aid should go there are several options.  First, there is some sort of cooperation with the UN/AU/GTO.  I tend to think that is the best policy.  There is also the option of giving the money directly to South Sudan, which I am more wary of; North Sudan cannot have any funding just given to it; as that will only end up in Bashir's pocket.

As to the total amount, I am not of much help.  I would recommend asking the GM, as he also has a better grasp of our current aid numbers; I will simply push for a significant increase over whatever it is now.

You know, there is a reason I wanted to do it like this. In a properly functioning system there would be multiple Senators engaged on this and the Cabinet actively working to support the efforts of those Senators, particular the SoEA.

So far, the response to this bill is piss poor. When I was PPT, I thought that speed and substance didn't have to be traded for each other and I was right. We sat for ages and nothing go done on the CSS. It was only when the screws were tightened that stuff started happening. Though not through the way they should. Ususally one person or two people ended up shouldering most of the burden.

They have apparently lost what had driven their growth for the most part, oil. So it seems likely they will have economic problems.

Though the details are more scant on wikipedia, I immagine poverty, illiteraticity and lack of health care are problems present in the country. Not to mention the effects of the situation in Darfur regarding refugees and the problems that presents.

As the SoEA, we want to be careful not to give anything to Bashir directly, as he would likely hoard and steal it.

I think education needs to be the #1 priority in South Sudan, but there should be separate funding for "government training."  Essentially, helping the new government learn how to be a democratic nation - the day to day functions of a government.  There's probably an actual term, and a better definition, but that is the gist of what I'm thinking.
