The bill is fully constitutional, merely guaranteeing medicine to be available in accordance with the standards set in the ANHA.

It is a national interest to provide healthcare therefore the federal government is responsible for making the necessary treatments available. It is not up to the region's to decide what medically sound products are available or not. This is perfectly constitutional.

Nowhere in ANHA does it forbid the regions from placing restrictions on prescription medication. In fact many state governments have placed restrictions on prescription drugs throughout our history(17 pages worth here).

If the Senate were to change the bill’s wording to just “excessive regulations” it would be within its rights to enact such legislation since the Senate has the legal power to promote the public health, but to forbid all “restrictions” as the bill does is an unfounded violation of the regional powers clauses as ZuWo has described.

The Senate would also have the power to enforce this bill if it were limited to contagious diseases because the constitution has this clause:

I have been trying to contact Senator Napoleon to discuss this Bill with me but he is yet to respond to my request for information.

I plan on making my decision within the next hour.

EDIT: I have decided to take more time, and give others more opportunity to discuss the issues with me... privately.

Sort of. It is up to the regions to decide. I don't know if any region has banned it or not. This bill protects patient's rights no matter what though.
