From the gallery:

I advise the honorable Senators not to pass this bill. Leave it to the regions how to deal with medical (and for that matter recreational) marijuana use.

Thank you.

EDIT: Art. 1, Section 6,7 of the Atlasian Constitution says this:

No Law requiring any action to be taken or to be not taken by a Region shall be passed, except to preserve the rights of the Senate or of the People enumerated under the Constitution.

Maybe the bill in question violates this part of the Constitution, as it clearly requires the Atlasian regions not to take a particular action (=restricting medical marijuana use)?

Again from the gallery (don't worry, I'll shut up afterwards):

I take issue with this formulation in the bill which is currently at vote.

Nowhere within the Republic of Atlasia shall restrictions or excessive regulations be placed on marijuana consumed for medical purposes.

The part of the Constitution I cited in my previous post says this:

No Law requiring any action to be taken or to be not taken by a Region shall be passed, except to preserve the rights of the Senate or of the People enumerated under the Constitution.

This bill bars the regions from placing restrictions on medical marijuana use and therefore, to my understanding, requires the regions of Atlasia not to take an action. I might be terribly wrong, but in my opinion this bill violates the Constitution.
