As their sample ballot shows, there are 15 candidates on the ballot for mayor, and you give them up to 15 preferences. You can also have a single write-in. The other interesting thing about their ballot is that it includes candidate addresses.

No. It's not really IRV if you're limited in the number of preferences, although such systems have been tried in a number of places.
