What states would Romney win against Obama that Cain would not win. Or vice versa (if you think that is possible).

Virginia, Nevada, Florida, Ohio, New Hampshire. Those at the very least, although Romney wouldn't exactly walk it in those.

Cain probably has no chance against Obama in the Kerry states. Maybe in New Hampshire and Iowa.

Romney would do much better than Cain in Arizona, Nevada, New Mexico and Colorado. Basically everywhere where a lot of Latinos and old people live.

I don't know who would do eventually better in the South, but I could see Cain doing better than Romney in the Plains. Excluding UT, WY and ID.

The only states I could see Cain winning and Romney losing in the same economic/political scenario are NC and GA.  In the case of GA being a swing state, Obama has almost certainly won no matter what.  It's also unlikely that Romney losing NC will make the difference on election night.

Romney would do better in many states than Cain.

Cain would put almost all of the country in play for Obama.

He wants to raise taxes dramatically on the poor, cut them dramatically on the rich, and generally destroy any remnant of the social saftey net.

Cain would be lucky to win 10 states.
