The only states I could see Cain winning and Romney losing in the same economic/political scenario are NC and GA.  In the case of GA being a swing state, Obama has almost certainly won no matter what.  It's also unlikely that Romney losing NC will make the difference on election night.

Romney would do better in many states than Cain.
