Is this another joke? If we assume that Cain is a serious candidate, is this a proposal that should be taken seriously?

I like the idea of an electric fence that can sense when it is being pulled on/tampered with and send a message to agents to the exact location of the attempted entry....very East German Smiley

Yes.  When someone suggests building an electric fence hundreds of miles long in order to kill civilians it should be taken seriously... very, very seriously.
