Great work so far!

I doubt the opposition to the Communists would call themselves "Conservatives", because 1) the Communists are the conservatives in the sense that they would presumably want to keep things the way they are and 2) the CCP is a right-wing, nationalist pro-capitalist party which is probably to the right of the U.S. Republicans. What gets interesting is if Hardline Maoists decide to challenge the mainline CCP.

The #1 issue is the upper house. Here are some of the proposals...


A proposal from a Conservative member would see each Province or Region elect 2 members, much like the US Senate.

An alternative propose would see each elect 3.

A Communist proposal would see a house decided by Representation by Population, on a FPTP system, with a total of 200 seats.

Another would see a similar proposal but using proportional representation.

A proposal from the Southern Federation would have Provinces appoint Senators

A proposal from the Liberals would have a very small upper house of 24 members elected from the lower house

Proposals from the Regionalists would see the various reigons elect extra senators.

We need an system where each province has three seats chosen by party list, and another two that are appointed. An additional 20% will be allocated by population.

The six ways to appoint 34 senators all running at the same time seems overly complicated. A compromise would be very desirable and would probably form from the most similar proposals. Remember that some proposals lean towards province power, and others towards citizen power. And some lean towards local power and others towards national power. Figure out which of these two conflicts turn out and build the compromise system from that. Else there is probably way to much book keeping involved here.

Given that its China and old traditions don't die easily, national power would probably be ahead unless the autonomy leaning groups/regions are able to counter balance the momentum there. And province power is also equivalent to party power, so party power would probably have the edge starting off there. More so if the national power is loosing as inevitably that requires strong provinces to demand more power to the locals.

A Communist proposal would see a two Senators appointed by the province (68) plus 68 Senators chosen from the Assembly, and 68 elected from nationwide-PR.

Okay, I've skipped ahead 2 years worth of Elections. The issues are the same, except there are some new ones:

Mongolia and Korea need to be solved soon.

A series of Referendums is going to be held around the country on regional issues.

Xinjaing could erupt in a full blown Civil war.
