Boring answer, but it's so easily Massachusetts. Despite its voting patterns it doesn't even have any Detroit/Baltimore-esque uber-strongholds, it's just that the Republicans are so spread thinly all throughout the state and there's barely any area where they are concentrated but don't also have a huge chunk of Democrats nearby. I mean Hennepin County is just as Democratic usually, but if our County Commission races were partisan we'd have one safe Republican and one swing district with only 7 seats, while with Massachusetts the best you can do is one swingish seat even under a fair map.

After the ingenious redistricting effort by state Democrats, the answer is obviously Arkansas.

Certainly not Washington right now. Maybe once Spokane and Yakima become heavy dem areas, you could say it's naturally gerrymandered for dems.

This is due to WI having lots of swingy districts rather than Democratic districts.

New Mexico. The Little Texas region is a huge vote sink. In 2004 Bush won the state but only one of the three CDs.

Well considering how close the state was and that someone was going to win at least 2/3 of the districts no matter what that's not saying a whole lot. Though the population distribution does definitely favor the Democrats a little.

Exactly. While Obama won 7 seats, Republicans took its Congressional delegation in 2010. Plus Obama seemed to over perform there in 2008. Wisconsin, as a state, seems to be especially susceptible to national waves.
