What do you mean by "programs directed at reducing bullying"? Can we get some specific in this?

Well that will be up to each region to determine, but in the past this generally meant education programs targeted at students. So it might be a combination of video presentations, pamphlets etc etc... personally, I'd prefer shock tactics.

It would seem to me that the final clause is unworkable unless a set of parameters is in the text as to what constitutes "misdirection", or alternatively, appropriate places/programs to direct the funding that won't trigger the penalty.

If the Senate wishes to amend to that effect, I would look kindly on positive ones Smiley
