OSPR Article IX, Section 1, Paragraph 3 requires an election thread after the declaration thread no matter what. I was just thinking myself, though, that while the Senate is making sizable reforms to the OSPR, the option of a PPT vote by acclamation wouldn't be a bad idea at all.
