National News:
President's Budget Inspires Laud And Loathing, Debate Between Various Interests


The President's budget proposal released on Friday contains many changes from current policy, and Atlasians from all corners are exploring it and debating it's merits.

The budget includes a 12% increase in funding for veterans services including increases in all aspects of veterans services, and a new mental health program. The Atlasian Legion has proclaimed this proposal "a great step forward in giving back to the men and women who sacrifice everything for their country." 

The budget also involves cuts in military spending, which is to involve cuts in new military recruits and closure of some overseas bases. Even as combat troops arrive home from Afghanistan this month, the President has requested $19 billion in funds for the remaining training force, and $10 billion in reconstruction aid.  Increases in foreign aid tied to human rights has garnered praise from the Institute for Sustainable Peace.

Some groups are unhappy with the President for the absence of spending on some recently passed legislation.  Atlasians for a Secure and Equitable Energy Future issued a statement calling the budget "a betrayal of all the progress made this year by the Senate when it comes to the development of a smart grid, coverage and rate protection, nuclear safety and oil spill protection." Alan Hastberger of the Drug Recovery Network has complained that "this budget effectively repeals the Consolidated Marijuana Regulation Act."

Meanwhile, budget hawks are encouraged by the smaller deficits promised both by the President's budget and the reform of Atlasian National Healthcare being debated by the Senate.  Jean Geroge of the Concord Coalition commented that "We are looking at the real possibility of a surplus next year with this, so we can pay down our debt, stay the world's most reliable place to invest, and be responsible to the next generation of Atlasians."

However, University of Nyman Economics Professor Bill Blightly believes now is not the time to be looking for surpluses. "When we have unemployment above 8 percent, and growth lagging behind inflation, austerity is not a solution for our real problem. Cutting spending while letting taxes continue to rise is a recipe for a double dip."

Combat Troops Home from Afghanistan on Memorial Day, Training Force Remains


This month saw Atlasian troops home from combat duty in Afghanistan.  At the beginning of this year, 75,000 Atlasian troops were stationed in Afghanistan.  Now, only a training force of 1700 remain to help support local Afghan forces in the Kabul area. 

Across Atlasia, soldiers, seaman, airmen and marines were welcomed home, and shown appreciation for their service.  They also remembered fallen comrades.

While the Atlasian presence has given a measure of freedom and oppurtunity to the Afghan people, their future remains uncertain. The Access for Afghan Women Act recently passed by the Senate hopes to increase opportunities for women and protection for their rights through funds to governmental and non-governmental programs in Afghanistan.  Additionally, the President's budget includes $19 billion for military operations and $10 billion for humanitarian aid.  If passed, Afghanistan will continue to be financially and militarily dependent on Atlasia for some time to come.   In any case, Afghanis will continue to face great challenges as they continue the work of building a future for their country.

I may have missed it, but what is the unionization rate nationally in Atlasia, and in the private sector?  In the OTL United States, it is (unfortunately) down to 7% if not lower.

The GM has received a request for union participation statistics.  The current labor union participation rate is 13.8%.  Sector and regional rates can be found in the accompanying table.

I may have missed it, but what is the unionization rate nationally in Atlasia, and in the private sector?  In the OTL United States, it is (unfortunately) down to 7% if not lower. 

Many aren't joining unions because they don't want their union dues to go to candidates or causes that the individual would oppose on matters of conscience. So this is a good thing.

Major Reform Means Atlasians to Pay More in Private Funds for Health Care, while Public Health Care Spending Decreases; Budget Surplus Expected


Last Week, the President signed The New Atlasian Healthcare Act, which passed the Senate by a vote of 8 to 1.  This act reformed the Atlasian National Healthcare Act of 2009.  While the previous act established a universal public system with single-payer characteristics, under the new reform, Atlasians will have a role in paying for their care depending on their income.

Atlasians making less than 250% of the poverty line (about 25K for a single person, or 50K for a family of four) will have 90% of expenses covered by the program, but will be protected from paying more than 5% of their income for medical expenses.  Atlasians between 250% of the poverty level and under 250K will have half their expenses covered, and protected from paying more than 15% of their income. Those making over 250K will have just 10% of their expenses covered, but will be protected from paying over 25% of their income. 

This reform is meant to address the cost of the Atlasian National Healthcare Program, which had little in the way of cost containment and was costing nearly $1.3 trillion/year, with costs expected to grow. Even with a healthcare payroll tax instituted last year, this cost was contributing to a budget deficit. The reform means that the program's costs will be kept down to $950 billion. However, the healthcare payroll tax will remain in effect and will continue to increase on schedule.  Currently at 4.5%, it will increase to 6% next month and to 6.5% in September. With the current budget, a surplus of about $80 billion could be expected for the coming year.

The reform's passage meant a good week for those health insurance companies who have managed to survive the establishment of the national healthcare program.  Other companies are concerned that a greater need for individuals to spend on their own health care without tax relief will mean decreases in consumer spending elsewhere.

Analysis:
June saw hiring slow as most industries expected decreased consumer spending due to an increased need for private health spending, and major government energy projects faced an uncertain future in the budget process.  The Atlasian dollar improved with expectations of lower deficits and uncertainty about the future of the Euro. Oil continued to climb with concern over Iran.

July saw a modest improvement in national employment numbers. With the passage of the new budget, several major government programs began new hiring, and the markets responded to greater confidence in the government's financial future.  A majority of citizens saw lower income tax rates, which will likely encourage growth and hiring in the months ahead. However, the middle class is also still making adjustments to having to pay more out of pocket for their medical care and a recent increase in the health payroll tax.
