It would depend on who the republicans nominate. I do believe that Bob Dole would have won the election in this scenario. I think that Americans, in real life, were looking for a reason to elect Dole in 1996 and honestly just couldn't find one.

Next to nothing would get Dole elected over Bubba. Dole may have helped himself somewhat if he hadnt fallen off that stage in Chico CA or by not wasting time even campaigning in California.
People loved Bubba even during impeachment. His approvals were over 60%. During said above scenario Dole would likely gain ground in the bible belt and increase his margins in red states but he was never going to win ! LOL

Perot gets up to maybe 12% of the vote due to the 92 Perot voters bolting to GOP nominee Phil Gramm or Jack Kemp or back to Perot rather than to Slick Willy.  Don't know how he survives this one if the GOP stays silent rather than making it political (i.e. no impeachment)
