Anything less than 50,000 feels too small and anything more than 250,000 feels too big.

Ideal: 500-1000

I think Vero Beach Florida is perfect, but with a MUCH larger population then I would normally prefer.

Metro of about a million works for me. Any bigger and transportation and cost of living becomes a nightmare. Any smaller and there isn't much going on. I live in the Goldilocks zone and love it. Where to live, in the metro, is a separate question.

I'm not so concerned with population as much as with location.  But ideally either 20-50,000 or a metro over a million.  Small metros tend to suck and be generally very sprawly and without character since they've grown the fastest in the past 30 years.  That said, I've always thought Omaha was a very nice mid-sized metro.

He lives in between San Diego and Los Angeles, two of the biggest cities in the country. Perhaps he likes living near them but not in them.

     I find that it's more about population density than size. San Francisco only has about 800,000 people, but the 17,200 people/sq. mi. is pretty sweet.

The population of the town or city (however defined) isn't really that important. What matters is that there is a real neighbourhood or community of some kind.
