Why do Maine and Nebraska have "extra" electors?

Those aren't extra electors. Maine and Nebraska award electoral votes by Congressional district.

Example: Maine has two CDs. One could have gone Bush (one vote) One could have gone Kerry (one vote). Now let's say Kerry wins statewide. Kerry statewide win (two votes for the two Senators) + Kerry CD win = 3 votes Kerry. Bush gets one vote from the one CD. Get it?
