Morgan is on his private crusade to deny Antonio entry to the United States for college semester. Morgan, who was abused as a child by his parents, who were making him eat Italian food only, wished to eliminate Italian threat for liberty.

Meanwhile, Pingvin gets involved in the fight. Not because he cares about each side, but because he is serverely bored atm.

He uses mind control techniques to "reprogram" Cathcon, a military vet who militates in catholic associations, in order to make him do the job. Scott, who served with Cathcon in the military, discovers the plot and eventually manages to prevent it.

Since VP Kalwejt had recently left for a goodwill trip to Poland, KGB agent Pingvin continues on his plan to assassinate President V, but his plot is foiled when the passenger in the bear-driven  taxi, a passing spy, shoots the bear until it dies. The taxi flies off a ramp and is impaled on the Washington Monument, causing Windis to have to rappel down, but Pingvin kills him on the way.
