I'd like to offer the following amendment:

Quote
Increased Mirror Sales Act

1. The possession or use of cocaine by individuals 18 or older shall be decriminalized within Nyman and all federal territories.
2. It shall remain illegal to operate a motor vehicle while under the influence of cocaine.
3. Any penalties or restrictions placed on regions or their eligibility to receive federal funding related to the legal status of cocaine are hereby repealed.
4. A 50% excise tax shall be levied upon the sale of cocaine.

I wouldn't be surprised if the price were still significantly lower than if it remained illegal.

I'm glad you recognize that prohibition leads to crime and violence. Hopefully for your constituents' sake you support the bill.

The determination of whether or not to pursue a policy of of prohibition of something is not solely based on the amount of violence and crime it causes, but on the relative level of the crime and violence compared with the amount of public good acheived from the prohibition.

It is my opinion that banning cocaine is in the interest of the public and that the level of violence isn't sufficient to outweigh that.

I'll accept 25% even though I hate sin taxes.

Okay, I withdraw my previous amendment in favor of:

4. A 25% excise tax shall be levied upon the sale of cocaine.

Accepted as friendly, 24 hours to object.

I have been quite for a bit as I am waiting to actually serve in the Senate, but I thought I should point something out here.  This bill legalizes the use of cocaine, but does not mention the sale of cocaine.  While it does put a tax on those sales, it appears that selling cocaine would still be illegal.

We have the same issue in Wisconsin with electric weapons.  It used to be a felony to possess.  That was just legalized, as was transporting or carrying one (if one has a concealed carry license) but they never changed the language about selling.  So you can legally buy one, carry it, own it, and transport it, but no one can sell it to you.  Kind of defeats the purpose.

For the record, I have no problem with the bill and would probablly support it.  Just thought I would point out that this bill allows possession and use, but does not change any previous laws that would make transportation or distribution illegal.  Because of that, the 25% tax (which I totally support) would be hard to enforce.

What was? To make possession legal but not selling? Or basically to make cocaine completely legal?

Nay. Good lord. I'm glad Napoleon has such high priorities. I'm trying to propose constitutional amendments to make the game more fun and interesting and proposing economic/welfare reforms; he's proposing legalization of cocaine.

This game will never be fun if we always have people complaining about game functions instead of playing the game the way it ought to be: policy minded discussions that make elections hold candidates accountable for their stances on the issues and not simply party line votes or popularity contest style elections. I think my path has worked well in my region, where I went from a one vote win to the largest vote total for a general election Senate race in Atlasian history, according to Teddy when he was still SoFE.

Current tally is 6-3. This has enough votes to pass. Senators have 24 hours to change their votes.
