I have vetoed section 4 of this bill because the bill does not legalize the sale or possession of cocaine, but simply decriminalizes it.  While in practice it may not make a difference, it does make a difference in execution of the laws.

The bill, with section 4 vetoed and returned to the senate for further consideration, has my approval.

Senators, we're now voting on the President's redraft. Please vote aye, nay, or abstain.

You are free to propose a bill that fully legalizes the possession and sale of cocaine as well as imposing a tax on those sales.  The bill as is does not make sale of cocaine legal, it just decriminalizes it.  That is why I vetoed that portion of the bill.  We should not be getting into the business of taxing sales that are still technically illegal.

Sorry to bump an old thread, but I didn't know Atlasia has Presidential Line-Item Veto.  That's kind of cool.
