I don't know why the Republican Party didn't just collect signatures for all the "serious" candidates. The Democrats did that in 2008, which is why everyone but Gravel was on the ballot.

No, Virginia doesn't allow for that or for write-ins in primaries.

"Delegates without legitimacy" get the same vote on the floor of the RNC convention as those with legitimacy.

In any case, you're overestimating the extent to which anyone will care about the circumstances surrounding the Virginia ballot.  The delegates will be added to Romney's haul, and the circumstances surrounding the ballot will be a little noticed footnote that few people will pay attention to.  It's not as if the media is going to report an alternative version of the delegate count without Virginia included.  They'll include it along with all the others.
