So 95% comes from the government and the 5% comes from where - the doctors own pockets? No, this doesn't lower prices, there's nothing that does that in here, as written. Costs don't just disappear just because you choose not to pay them.

This bill will only negligibly reduce healthcare costs... and more comprehensive cost control legislation is needed.  But a penny saved is a penny earned.
