I always thought Obama's victory was thanks to the Houston black population turning out at max, so how much as that population changed in the 2010 census?

Not much, but it isn't declining.

I can still see Harris still going for Obama though, mainly because of Hispanics. If Blacks were the factor in 08, the Hispanics will probably be the factor in 12.

Either way, you're still going to get a lower percentage of non-Hispanic whites over time. Montgomery County is basically white flight on steroids. The African-American population there is abnormally low for that part of the state, especially when you compare it to the adjacent counties:
Waller - 24.9%
Walker - 22.5%
Harris - 18.9%
Grimes - 16.5%
Liberty - 10.8%
San Jacinto - 10.3%
Montgomery - 4.3%

I think I already captured that 4.3% in a single photo:

homecoming tonight...daughter went to dance in a limo with a bunch of other girls...wife and I spent couple hours with all the parents and had snacks and drinks....here is a pic, two of our daughters arent too hard to pick out
