Statement on proposal of The Northeast Cabinet Act

For my first act in my second full term, I have proposed a new piece of legislation, this time which will focus on game reform.  To encourage activity and involvement in the Northeast government, the bill I have proposed will establish a board of advisers to Northeast governors, all of which would be nominated and then confirmed by the Assembly.  It is important to note that, if this law is enacted, these advisers will have no legislative power or vote in the Assembly, unless they are, themselves, elected members of the Assembly.  However, I believe it will increase activism if the Governor is allowed to have both elected and non-elected Northeast citizens help in his or her policy-making decisions.  I urge the Assembly to pass this measure when it comes up to a vote, and I would appreciate input from people who oppose this as well as support this, and as always, I encourage amendment proposals as long as they are good ideas.

Sadly, the Healthy Students Act law did not pass, but I may propose a renewed version some time during the session.

Statement on the dispute of the vacancy-filling

Recently, the Northeast government has been faced with a legal conflict regarding how our region goes about filling vacancies for the Lieutenant Governor.  Traditionally, the Lieutenant Governor has been an appointed position when it had become vacated.  However, there is much confusion going around this and the Assembly has found itself in an awkward situation with many disagreeing on how to deal with the current situation and how the tie-breaking votes are to be cast with the absence of the Lt. Governor.

I realize now that the Assembly has traditionally recommended Lt. Governors without the need for confirmation, however, the current system is flawed.  The Lt. Governor is typically held by the candidate running for the position who won the most votes in the last election.  Yet, when the office becomes vacant, it is the job of the Governor to appoint someone, instead.  This is very inconsistent with our democratic system of electing legislators and needs change, and a clear rule that will settle these problems.  That is why I have proposed a resolution that hands the task of filling Lt. Governor vacancies to the voters.  The people of the Northeast deserve the right to select their officeholders, including in the event of a vacancy.

Official endorsement for this week's at-large Senate election

I am writing this brief message to inform my constituents that I have officially endorsed Northeast Representative Nathan for the special election this weekend.  However, it must be acknowledged that Nathan and Representative Cincinnatus have both been fantastic, active members of the NE Assembly.  I believe both of them would do a fantastic job representing us in Washington, yielding with them their experience, ideas, and wisdom.  Standing behind one campaign was a very difficult move for me for this election, but I can assure the voters that no matter who the winner is, Atlasia will be proud to have one of these competent statesmen speaking for us.

Statement on proposal of the new amendments

When the new legislative session takes place following the election, current laws states that the Assembly must have passed legislation by a 2/3 majority in order to override a governor's veto or amend our Constitution.  When the number of seats in the Assembly is reduced from 7 to 5, legislation would only need to be passed by 2/3 of this number, or 3.33333 votes, when calculated.  This would likely be rounded to 4, only so that legislation couldn't pass just by simple majority. (If this were to be the case, what's the point in having a governor?)

If veto overrides and constitutional amendments only require 4 out of 5 votes, I feel this would put checks and balances somewhat in jeopardy because in this scenario, only a majority vote plus one member would be necessary.  My proposed bill changes two provisions in the current Constitution so that veto overrides and constitutional amendments must need full support from the Assembly in order to apply.

Do you know how hard it is to obtain full support in this Assembly?  I think this would essentially increase the Governors power dramatically, and prevent any proposed constitutional amendments.

Do you know how hard it is to obtain full support in this Assembly?  I think this would essentially increase the Governors power dramatically, and prevent any proposed constitutional amendments.

These amendments really don't change the system we have now.  Currently, five votes are required to pass amendments and override vetoes.  My bill simply carries that requirement onto the next sessions.

Oh, btw, the reason we have 5 (and it took me awhile to convince those who wanted 4), is so that we can have a simple majority, a veto overrides and a unanimous vote all be separate totals. Smiley

Statement on proposal of The Mountaintop Removal Ban Act

Today I have proposed a new law that would, if passed, ban the practice of mountaintop removal mining in the Northeast region.  Because this form of mining is more popular in states further south, my bill will mostly impact coal production in Pennsylvania, which is the state in the region where MTR takes place the most.

Mountaintop removal is known to be an 'extreme' form of mining that occurs rarely, but has great negative impacts on people who live near the areas of where it takes place.  It destroys our beautiful mountains, harms biodiversity, fills our water with dirt and pollutants, contaminates the air with coal dust, and inevitably harms the health of residents nearby.  The form of mining also doesn't create new jobs, but reduces the need for workers.  The Northeast government should not permit this type of environmental destruction in our region.

Statement on proposal of recent SOAP Act amendment

Today I was informed by Rep. Dallasfan65 that it is, in fact, unlawful for posters to discuss legislation in the introduction thread.  He advised that we amend section one of the SOAP Act and create a new thread specifically for discussing operations of the Northeast government.  I believe this is a good idea that would keep the thread more organized and help gain input from our constituents, as well as allow us to discuss or criticize certain pieces of legislation (such as 'joke bills') before they reach the floor.
