What is this? I get that the band's name is Girls' Generation. Are they performing for North Korean soldiers?

Girls' Generation is incredibly, incredibly popular in most of the Pacific Rim (including, as Xahar says, places like the West Coast and Australia, oddly enough). It's a cultural-ambassadorship thing. Sort of.

I definitely don't see a lot of South Korean girls then. They all look like 13, but they are 23 in reality.

Yeah, that happens in East Asia. When you study the area for long enough you get to have a better sense for how the aging process works, and to me they're all clearly in their twenties.
