The US states in the Great Lakes Basin, along with Ontario and Quebec agreed to The Great Lakes Compact, in which the most notable provision is that the diversion of water away from the Great Lakes Basin is forbidden unless approved by the Great Lakes Commission. The prevents Great Lakes states from selling water to other parts of the country where good old H2O is a bit harder to come by.

FF, unfortunate it can't be legally binding because of the cunstitution.

And that's regardless of what I really think of the nature of the agreement.  I always support the states going out on their own in some way.

Why wouldn't it be legally binding?  It's a Congressionally-approved compact.  The only parts Congress disapproved were those that made Ontario and Quebec members.
