It hasn't. Nor has a decision on the regions been taken. However, it seems that pretty much nobody is interested in the constitution or the midterms anymore anyways. So why bother?

The smallest possible reform would be to move Missouri South and Nebraska North.
If that change is made, I'm ready to ratify. Even though there are a number of details more that I'm unhappy with and that haven't been voted on...

I approve of that for the amendments. After all, amendments shouldn't be part of the original text.
That's why in the Progresive draft the Bill of Rights was incorporated into the Articles...Ah it was just so much better...ramble, ramble...
Ah well, back to the subject.
Article by Article? Why not clause by clause? I think if we did that it might result in a better Constitution, but it might not be very practicable and would take a lot of time.
