I urge the Senate to reject this bill.  We've been through this before, and it's already failed.  Let's make this quick.

Napoleon, you have not offered a real defense of this bill.  All you've done thus far is attack the SoIA, despite his short tenure and the fact it has coincided with the holiday season.  And you have said nothing about the SoEA.  I'd like to see some justification here.
