Neither man is exactly charismatic in the scenario but I think Gore would have ran a better campaign and could have possibly used Clinton's help more.  Gore would have won anyway in the scenario, the Congressional races would be a little better for the Republicans.

* I honestly don't think he'd change his strategy much, albeit maybe using Clinton a bit more out of desparation.  But it shouldn't have been a huge difference to his strategy, ex. Anti-Lewinski gate, etc.
