Mr National Efficiency was never known as Herbert, but by his initials (H.H.) in public and as Henry in private; 'Herbert Asquith' is a mistaken contemporary informality. For what little that's worth. He was an utter bastard, of course, one of the worst people to hold that particular office in the 20th century.
