Unfortunately doubtful.  Prince George's county and Baltimore City would still go 80%+ Dem.  And we all saw the slaying of Connie Morella.

Morella lost to Chris Van Hollen, a liberal Democrat. Nelson isn't liberal enough to attract support like Van Hollen did. Lincoln Chaffee is a Northeast Moderate going up against a Great Plaines Moderate, Chaffee is more culturally in tune with us.

Culturally in tune or not, blacks will still vote Dem.  The Democrat Party could come out tomorrow with a pro-slavery platform, and it would probably only increase black turnout for Democrats.  Liberal whites might split 55-45 for Nelson, and whites in the west would probably go 55-45 for Chaffee.  Chaffee would easily hold on to the wealthy areas around Annapolis, so he might just barely make it.

Contrary to your beliefs, people vote on more than party lines. Howecer, let's say they do, let's say Nelson gets 90% among Blacks. If Chaffee can pick up the suburban vote, which I think he can, he'll win. There is a sizable bloc of social liberals in the suburbs, they will vote Chaffee. The environment may be a big issue.

It should be noted that the black people in Prince George's County tend to be wealthy and educated, and thus significantly less likely to vote party line.

Prince Georges went 81.8% for Kerry.  Blacks comprise 62.7% of the county population.

so your definition of a great candidate is someone who is almost no different from John Kerry but happens to have an R next to his name?

You know what for once BRTD you are completely right. This is from On the Issues:

John Kerry

Lincoln Chafee

As you can see from the two graphs they are very similar to one another. I can't say about how close their voting records are to each other though.
