The polls in Florida close at 7:00 pm EST and 7:00 pm CST although relatively small portions of the state are in the Central Time Zone.  When do you think the Sunshine State will be called?

Most likely very early.  Within three hours at most.

What about the fact that a bunch of people have voted early though the mail? Wouldn't that slow the projection time a bit?

It will probably be like South Carolina was, with almost everyone calling it after the polls close except for CNN. Romney's margin of victory will probably be a bit smaller than Newt's was though, so we'll see.

But presumably none of the networks will call it until poll have closed in the entire state, even though it's only the panhandle that'll be open until 8pm Eastern.  They don't want any repeats of Bush/Gore 2000.

Yes, Fox News will call it for Mittens from an exit poll as soon as the polls close in the panhandle. It appears Pub voters have finally been educated about Newt.
