Hm...

Pre-political: The only member of his congregation who voted to allow Blacks to attend local Baptist church. Despite heavy pressure from his neighbours, refused to join Council of White Citizens.
1966: "I'm a moderate alternative to both liberal (Arnall) and the racist (Maddox)!
1970: "Sanders is a no good liberal. Me? I admire George Wallace, I supported him in 1968 and I'll invite him, as Governor, to give a speech in Georgia. Also *cough* there's photo of Mr. Sanders shaking hand with some dude... a BLACK dude *cough*"
1971: Was the first statewide official in the Deep South to firmly declare that segregation is over once for all.

It's a well known fact that Jimmy kind of fooled voters over his stance on race in the 1970 election, however, as you said, once he took office there was no questioning his opinion on the matter.  Latter, I don't think he really would have dreamed of making such a political move, but his time as Governor and testing the water of national politics (1972) changed him. I don't know where exactly, but I read a statement made by very dissapointed segregationist Georgia voter regarding 1970 race. It was something like: "I voted for Wallace, but ended up with Humphrey".

I've never heard that before, but that pretty much sums up Jimmy! Smiley
