The dissolution certainly resulted in fewer people voting. The 17 citizens purged from the rolls after this election were those who stopped voting once the dissolution gained popularity and the parties stopped or at least heavily scaled back the GOTV drives (in December). Whether or not it caused involvement to drop otherwise is more difficult to say.
