Because both parties chose to make it an issue.

So Republicans were so against Gun Control in 2000 that George Bush went on record saying he'd sign the renewal of the Assault Weapons Ban if it came across his desk, he was for instant background checks, and in favor of trigger locks.

My god my god.........he's almost as much of a fearmonger as that Russ Feingold!

Bush ran as a fairly moderate Republican in 2000... after he trashed McCain in the primary, that is.  He even said we should adopt a friendlier military policy and let the states decide on the gay marriage issue.  It's kind of a wonder how he got the nomination at all.  But still, everyone knows how he kept those promises during his presidency.  And the Assault Weapons Ban was never actually renewed, if I recall correctly.

When the economy isn't poor the GOP must find a base issue.  "The liberals are going to take your guns" is a great line which has zero truth in it, but the conservatives need to keep the lies moving to try to remain relevant

True.  But in the actual election debates Bush tried as hard as possible to play MODERATE HERO on the issue that the point of arguing OMG LIBRULES GONNA TAKE YO GUNS! was the campaign of the Republicans in 2000 is kind of missing the point.
In fact, I think I recall the budget surplus and medicare being a little more important in the national election than gun control.
Hell, Al Gore also tried to play up being a moderate on gun control too if I recall correctly.  Hell, both men seemed to be trying to "out moderate" the other during the election.

Kind of funny really.
