Would it be allowed for a governor to create a tripartite legislature; state house, state senate, and a third house of 10 or so people all appointed by the governor?  Maybe this would also take away veto power?  Just wondering.

If it were part of the State Constitution, yes. There's no reason to think that it would be a good idea, though.

Governors can't unilaterally change state constitutions, in any state, last time I checked.

Could a state do so? Yes, if it were fricking retarded.

Nebraska has a unicameral legislature.  The US Constitution only provides for "a republican form of government," and a tricameral assembly probably would be.
