Maybe, but the direction is not in favor of those against Marijuana legalization...

It really depends. A lot of groups want to wait for 2016 as turn-out is higher in presidential elections meaning success is more likely but some think it should continue in relatively supportive states in the 2014 mid-terms to keep the momentum. I'd say Oregon is likely to have an initiative on the ballot in 2014 and Nevada in 2016. Arizona looked like it could have been either earlier in the year but now probably in 2016. Not sure about California. Maine and Massachusetts are likely to have 2016 initiatives too, maybe Michigan as well. Vermont and Rhode Island don't have initiative systems.

Rhode Island doesn't have Initiatives, and their Democratic legislature is too right-wing to support legalization, so I'd say they'll take a while. Vermont could legalize it legislatively, but I don't know the situation on that.

Oregon looks likely to try again in 2014, along with Alaska. Arizona could happen in 2014 or 2016.

Oh yeah I forgot about Alaska. It's kind of strange though, their 2014 initiative would be on the August primary ballot if they get enough signatures. Don't know why they're aiming for that date.

Alaska's a bizarre state, but one where I think this could very possibly pass even in an August primary offyear election.  Say what you will about the sort of off-kilter kooks who show up to an off-year primary election in Alaska, they probably don't much favor Uncle Sam telling them what they can and can't do.

Michigan in 2016?  That's kind of a surprise to me.  What are its prospects?

Well the polling is pretty good nationwide and I can't imagine Michigan diverges much (though the most recent state poll there was from Epic-MRA...). Plus the medical marijuana measure from 2008 got 63% of the vote so... why not? Basically more to go on compared to, say, Ohio.

It's very difficult to get a referendum on the ballot in Texas.

If they did and put it on a general election year, it might well pass.  If they did it in 2015 or so (when the only people voting are obsessed old cranks) absolutely not.

I think 2014 should be fine in California since Republicans will not be motivated to come out and vote. They really felt they had a chance against Boxer in 2010 and a lot of Republicans did come out to vote, especially the low information ones who would also be more likely to be socially conservative.

I think it's only a matter of time before Mark Dayton switches and at least supports medical marijuana.  He always cites the police unions who oppose legalization... but I think he's evolving on the issue.
